Information for the Applicant
A "Special License" is a license for specific engagement, generally involving sale / export / negotiation to clients
who do not fall under the restrictions imposed on an applicant for a Restricted License.
Restricted Encryption License or a Special Encryption License is valid for one year.
This form enables you applying online for a special encryption license for export.
End-User Certificate -
This End User certificate will be used in specific cases at the request of IMOD, as a condition
to be granted an encryption license for export / sell of commercial item. This certificate will be signed only by
the end user.

The signed
certificate
may be sent to the IMOD Encryption Control Unit by mail, post or fax.
Examples for cases that require an End-User Certificate:
A. In case of applying for a Special Encryption License for Export to a governmental end-user in some countries,
as detailed in the Restricted License.
B. In case of applying for a Special Encryption License for sale to an end-user in the Palestinian Authority.
C. In other cases according to the decision of IMOD and as detailed in the Restricted License of the applicant.
